The Rainbow Bridge is not home to any particular group, due to not being an actual building. The bridge connects the Rainbow Castle and the main building of the Moonlight region, and is built in a Crystalian design style, containing all five colors of Crystalia's inter-island rainbow bridges, and has also added a small strip of a sixth golden color, due to that the rainbow on most of the Rainbow Castle end is placed on top of a golden surface.
The bridge is open only shortly twice a day, at dusk and dawn, and leads into the fabled dark part of the kingdom. Most Star Fillies does not dare to cross, and if they do, it's usually only to look for rare gems. Princess Zodia is known to cross the bridge for more general reasons, and her increasing connections to Prince Zack is currently extending the opening hours of the bridge little by little.
It is one of two connections that connect Skylia's Starlight region and the Moonlight region, the other being a door in the House with Many Doors that randomly shuffles its location often.
